Our all-round carefree package for fibre optic expansion
Swiss4net takes care of all the necessary steps and assumes the overall risk for comprehensive fibre optic expansion – from feasibility assessment, planning and financing through to construction and long-term operation.
This provides municipalities and cities with a clearly structured model, without their own investment risk and with reliable implementation from a single source by Swiss4net.
Feasibility & planning
At the outset, Swiss4net conducts a feasibility study to assess the costs and technical implementation of comprehensive fibre optic expansion.
Financing & rights of use
Swiss4net bears the costs of the fibre optic expansion. Access to existing ducts on public land is a prerequisite for implementation. Long-term rights of use are agreed for their use, and the owners are compensated accordingly.
Local operating company
For each partner municipality or city, Swiss4net establishes a local operating company. It is responsible for the work in the respective region – from planning and construction through to long-term operation.

Swiss4net says NO to the proposed Article 3a of the Telecommunications Act currently under review!
Since the beginning of its fibre optic expansion activities, Swiss4net has advocated non-discriminatory, investment-neutral and free competition in fibre optic expansion. As a pure Layer 1 infrastructure operator and dark fibre provider, Swiss4net does not offer Internet, TV or telephone services itself, unlike a telecommunications service provider.
Article 3a of the Telecommunications Act clearly misses the mark because an obligation to provide access at the building entry point would place the burden precisely on dark fibre providers – the companies that have significantly advanced, and continue to advance, fibre optic expansion in Swiss municipalities and cities. This would significantly jeopardise the willingness to invest, the financing of projects and the planning certainty required for future network expansion. Such an access obligation would fundamentally call the business model into question, amounting to an expropriation, and would bring future investment in fibre optic infrastructure to a standstill.
In addition, it would further reinforce the remonopolisation of telecommunications infrastructure in Switzerland.

A right of shared use for passive physical infrastructure on public land is a key element for more efficient and faster expansion of point-to-point FTTH Layer 1 infrastructure in Switzerland. Such a right of shared use would make a significant contribution to closing the substantial fibre optic gap identified by the Federal Council in its Gigabit Strategy through private investment.
